I swear to GOD, I've thought that same thing myself many times.
Let's say you have someone who is always poor and in need of help and charity.
Don't they just suck off the tit of generous people without giving back?

I'm tired of the people who run the takers are keeping it for themselves and are not giving to people who need it.

its the same thing when 2 people exchange similar gifts in price. you may as well just keep your own money and buy it yourself.
this is why i buy extremely cheap gifts for people, so anything I get, I know I will have made a profit, so to speak.

It is always better to give to those in need...hopefully one day they will pay it forward.
I recently read an article where a street guy who caught a break and waited for the woman who brought him food everyday. He gave her $50 and told her how her kindness really helped when he was at his lowest.
Not all street people are lazy beggars, some just need a little help...
