Bing able to repeatedly say "I can't breathe" is a sign that you can..in fact..breathe

Our department is in the process of developing a form that we'll have people who are obviously obese and not cooperating sign. It basically says they acknowledge they are not complying with the officers orders and will be placed in custody. They also understand this will involve force and may be detrimental to their well being. I think that will clear these things up in the future.
