From 1999 to 2008, the City of New York paid out nearly $ 400 million in damages to individuals who filed civil lawsuits against members of the NYPD.

I spent almost $400 million on hair care products over the same 10 years.

And money used on your hair isn't going to prevent kids' programs from being closed down.
