Yikes, that was a horrible story. For those that aren't from the NY tri-state, that is a CCTV picture capture of a stalker that burnt a woman alive in an elevator in Brooklyn a few years ago. He dressed as a work man so that he could get into her building, waited for her to use the elevator, and then pumped it full of gas or paint thinner, and set it on fire.
