those incharge control yearly budgets and always ask for more than they need
if they have left over money at years end their spending budget next year will be reduced

A number of programs I have worked for received federal money to treat victimized children. Their stipend was never reduced. However, if they did not spend all of it within an allotted time, it was definitely reduced the next year. They find creative ways to spend the money.

There is nothing to speak about in the media. Programs are well aware of the rules. If you don't use the money that is allotted to the program, your stipend is reduced the next year. No sense of wasting money if its not going to be used effectively.
Plain and simple.

That is what I am saying.
In the government, if you don't spend everything within your fiscal year, what you didn't spend is sent back to the Fed, and next year, you lose that amount that you didn't use.
