First he refuses to tell delegates to back trump as pledged, only "follow your conscience". That's some Claire Underwood shit, word for word, when you want to undermine Trump ;)
Now he's taken the HIGHLY unusual step of issuing his own platform before the convention.

House Speaker Paul Ryan is pushing out a detailed Republican platform
that hews to conservative orthodoxy in an election year when Donald Trump has found success in being unorthodox and vague. It’s an unusual move — a top lawmaker trying to set the party’s agenda ahead of the presidential nominee. When Ryan releases the fifth of his six-part policy agenda tomorrow — on replacing President Obama’s health-care law — will Trump continue to ignore the plan altogether? Maybe that’s the point. Trump’s lack of policy experience could actually open up legislative possibilities for Ryan, and a separate policy agenda arguably distances Ryan from a controversial nominee.
