Coming off a Netgear modem/router straight to a TP Link splitter....no issue.
Same Netgear to a Linksys router (am able to connect hardwire direct to Linksys, computer, etc)...Linksys hardwire to the TP Link splitter, issue.
I figure the chance of getting a fix here is better than talking to a lady in China. Nothing better than bringing in a language barrier when trying to solve a problem.

Linksys is very fussy. You gotta play around with it. Unplug it, re connect it, go through all the procedures step by step, it matters.

What's the actual problem though? You can't set it up? You can't get a connection?

I have it set up and all...and working using the existing Netgear>TPlink splitter (hardware connection)>Apple tv/PS4
It's when I try to come off the netgear>linksys>tplink. Nothing is then coming through the tplink.
Netgear>linksys>computer(hardwire) also works.
These are all hard wired connections. The Netgear is a modem/router combo. Linksys router. TPlink 4 port Ethernet splitter.
Thanks.

could be an IP issue, 2 routers trying to deal out the same IP address.Usually you need to configure the 2nd router (linksys) to act as a slave in your scenario.
options:
1) netgear>linksys>tplink, power off all three and turn back on and test.
2) if above not work, does linksys router have an option to config in AP mode?, if not return and get this.

Sounds like a doble NAT/ double router issue? You need to bypass the router part of the Netgear I guess.
