IMO Bill Clinton did set upon Trump, and he did intend to fully use it to Hillary's advantage.  But it turned against him.

Btw, looked like he got a little teary eyed during Hillary's concession, around her saying "I'm sorry" etc.  He knows that's it for their power-grabbing plans going bigtime.
