This kind of thing happens quite rarely, BUT, it can/does happen.
It's not 100% fair and objective system, but this kind of event shouldn't drive public policy.

For example , only a small % of people can succeed at elite academic schools.
So, despite some bleeding heart liberal efforts, this kind of token scholarship don't effect the overall population of any group.
