Which flowers?...For Roses I am partial for the Upper Texas Gulf Coast for the ease of growing great roses. 

I am a rosarian...I used to produce a gardening show.

Tulips are pretty boring flowers, you don't give them as a present.

The secret to tulips is that the bulb must be chilled during the winter.  If it doesn't get cold enough naturally, you have to dig them up in the fall and keep them in a refrigerator.
