Why would he consent to adjudication by the human rights tribunal?  Is he a retard or does that tribunal have the authority to step in and make a binding ruling?  Sounds like he was within the letter of the law and would have won in court.

Whatever, it's a lousy 12k.  I gave twice that to a homeless guy today.
