Actually, she doesn't claim that at all. In fact, she explicitly states in her essay that the solar eclipse in and of itself, is and cannot be racist. She's using the solar eclipse as a metaphor to describe the lack of black people in certain geographical locations that will be blacked out by the solar eclipse. Just like the solar eclipse is referred to as a "Black Out," she's using that same principle to describe how certain geographical locations are "Blacked Out." (No black people in the area). In the article, she even stated that the sun and moon are not capable of implicit bias.
I don't care if you disagree with her. But at least interpret her article correctly.
