Women use their cleavage to flaunting their sexual power over men and then shaming those that take a look that they don't like.  Sexual  frustration is almost inevitable for the majority of men and not just occasionally .  They won’t have enough partners or even enough sex with one partner to satisfy their wishes.  The analogy of taunting a chained bear is used.
