btw - the 1 billion was was a re-allocation of funds from Puerto Rico's budget by the Oversight Board of Puerto Rico
not clear if he "sent' 10,000 people of if these were federal employees that were already on the island
hard to tell since Trump didn't say a word about Puerto Rico until yesterday (or maybe Monday)
