Oh yeah, 2 different things. Always an excuse for this dumbfuck in the White House. You people that support this mess seriously need a psychological evaluation ASAP. Every time he tweets, you can look back and find the tweet from before that he contradicts. "Nice, new, and smart." Talks like a 2nd grader.

To be fair, Obama was actually announcing his true intentions because he had the tactical skill of a stone. Trump bluffs quite a bit for those who haven't been paying attention to this point.
