That's not very high (prevalence of 0.1%), about the same as here in the USA where it varies around 0.05-0.5% or so in a given year. Although I guess in a shithole like SR maybe there are lots of unreported crimes.

In Africa he was prob the chief of police being as he only went to jail for a year.
