I like that but seems like a pain in the ass just to avoid killing some bystanders.Just drop the bombs and blow em all up.

Instead of a 25 cent bullet we have to fire a $500K missile at two guys?  If they fire from supporting civilian areas then they all go. Remember how we bombed Germany? In Dresden Germany we killed 100K in one night. If Obama was in charge during World War II we would have lost.
