Smoking is considered 'manly' in China.

The Chinese government owns and controls the tobacco industry there. They're not going to encourage an anti smoking lobby.

It's fucking horrible but the general air quality is usually worse so most people who don't like it stop complaining about it pretty quickly.

not nearly as many women smoke as men. In the bigger cities with more liberal attitudes maybe.

actually most countries have various bans on smoking
