Getting tested means nothing... a tested person could come in contact with the virus a few hours after being tested.

This would be using a humanist based logic.

Now use the logic of a sociopath or psychopath...and realize that anyone giving speeches on eugenics like Gates has would be in that grouping.

A person with that value system starts with their end in mind and gets there anyway possible.
