It is maybe a scare Tactic. To Show that they can kill people worldwide way beyond the chinese border.
We have already seen International Killings by Russia and Saudi Arabia. So this is a Message to Political Enemys(they speak English), so that they know, there are not save anywhere even in Western Countrys.
