Namibia (or South West Africa as it was called) was under South African control till 1989 and was considered a fifth province of South Africa after gaining administration of the territory after the defeat of Germany in the First World War.
Besides whites of German descent there also white Afrikaners and English speakers from South Africa. Despite being 'white' there is a big difference in cultures, for instance between the Afrikaners and English speakers and of course the Namibian Germans.
You would only need to speak English in Namibia or SA as everyone can speak it and it's the language of government and de facto official language.
