The 1.89 a pound is average these days. (I remember buying 2 Weider 300 lb. Olympic sets for 99.00 each at "BJ's Wholesale Club" back in 1989. (33 cents a pound).
Times have changed.

Yorks are milled/accurate (the old ones) Ivanko, Eleiko, all accurate. The cast/non-milled (good luck).
Old Weiders are all over the place (Korean/Chinese ones). An old Weider Canadian set I have is right on the money.

Figures. I've been able to stockpile over 600lbs of Olympic plates for around a buck a lb on OfferUp. That is my main go to you just ha e to be patient and act quickly when you see a good deal. Weights go so fast on OfferUp it is insane. Under 30 minutes for any reasonable looking deals.

Plates designed for competitions are accurate...If you are just a gym rat...Why pay for that accuracy?

The problem is with the really cheap plates you can see accurary swings of +/- 5-10%. It might not seem like a lot, but you'll notice it on certain lifts. Some people say, "Well, just weigh them out and mark it on the side", but hunting around to make sure your plates are close gets old day after day. It's better just to buy once, and buy nice.
That being said, most good quality gym plates are garanteed to be +/- 2% (York, Ivanko, etc.....) of stated weight, that's plenty reasonable for home gym stuff.
Good gym plates were running about $ .75-1.00/lb used pre-Covid, one hopes we'll see prices like that again once things calm down.

I have three 7 foot Weider Oly bars from those International sets.
36, 37, and 38 lbs.
Also another different make that weighs 39 lbs. The good thing about that one is when you add the 11 lb collars you get an even 50 lbs.
I weighed them and mark them with their weights.
The plates I don't bother marking.

Kabuki makes some awesome equipment. Their Cadillac cambered bench press bar is so incredibly good.
