I went to SF back in the early 2000's It was the best city in America back then. We went the the Stinking Rose restaurant on Columbus and stayed by the Fisherman's Wharf. The climate and natural beauty of the area can't be matched.

From the hotel walking to get breakfast I was pan handled three times. By the third time I was so pissed I just gruffly said NO. Then He asked me where I was from.

An old friend owned the Stinking Rose. Now it's owned by a restaurant group. Fun place. Right on Columbus. Ate there many times. Prime North Beach. Almost gone now.

They can't do that - they do not have the backing of the prosecutor in many cases in these blue states/cities. Some of these cities won't prosecute under a certain dollar amount. This is the result.
