No it's not that simple. If we had an actual popular vote contest the campaigns would be run much differently. They would spend all of their time and money California, Texas, New York, and Florida and pretty much ignore everywhere else.
Go back and look at the 2016 election. Trump probably never set foot in California. Clinton's entire popular vote spread came from California.
Context is everything.
