That's not even in the running at all.
Top 4-6 is generally regarded as pretty respectable, but #7 is the start of the "Also Rans".

Good stuff! Good for him...he also seems like an incredibly nice and humble person.
Gosh...I didn't even remember that no Canadian had won WSM. Tom Magee placed 2nd around 1983, right?
Then Canada had a few #3 finishers [Hugo Girard, Dominic Filiou, JF Caron, and Maxime Boudreault]. I believe that is accurate.
That's pretty cool - to be the first Canadian to win the whole show. I hadn't even heard of Hooper until the past couple of years. His Yoke Carry is on another planet. He's also very balanced, and has no real weaknesses.

Yep - I just checked: it was 1982 [I said 1983 before checking]. Looks like while Tom Magee was comfortably in 2nd place, Bill Kazmaier comfortably beat him for the win, with a 13-point lead:
