This is disappointing. The Senate had their act together, the assembly does not. At least the bill is up for reconsideration. So, there is still hope for it to pass. Someone needs to lobby the folks in the California Assembly who voted it down to rethink their vote. How about you head to Sacramento and do this since as an Oregonian I cannot. Why not sign up to testify.

There is absolutely zero chance this would reconsidered. This is a democratic stronghold and you literally have child predator pedos that are law makers like Scott Weiner backing this shit.

Reporting from Sacramento — In a test of shifting attitudes about HIV, a group of state lawmakers has proposed that it no longer be a felony for someone to knowingly expose others to the disease by engaging in unprotected sex and not telling the partner about the infection.
The measure by state Sen. Scott Wiener (D-San Francisco) and others would make such acts a misdemeanor, a proposal that has sparked opposition from Republican lawmakers.
The same downgrade in crime level would apply to people who donate blood or semen without telling the blood or semen bank that they have acquired immunodeficiency syndrome, or AIDS, or have tested positive for human immunodeficiency virus, or HIV, the precursor to AIDS.
“HIV-related stigma is one of our main obstacles to reducing and ultimately eliminating infections,” Wiener said. “When you criminalize HIV or stigmatize people who have HIV it encourages people not to get tested, to stay in the shadows, not to be open about their status, not to seek treatment.”
Currently, those convicted of felonies can be sentenced up to seven years in prison.
Between 1988 and June 2014, there were 357 convictions in California for an HIV-specific felony that would have been downgraded by SB 239, according to a study by the Williams Institute at the UCLA School of Law, which conducts research on sexual orientation and gender identity law and public policy.
The vast majority of convictions were in prostitution solicitation incidents in which it is unknown whether any contact beyond a conversation or an exchange of money was initiated, the researchers said. A sex worker can be charged with a felony if he or she is HIV-positive and solicits sex from another person without telling them of their infection, even if the two do not have sex, Wiener said.

Did you know that child sex trafficking is already a felony in California that carries a prison sentence of five to 12 years, or 15 to life if the crime involves force, deceit, coercion or violence. This bill would elevate it to a serious felony.
FYI, I am being serious here. You could testify (speak to the Assembly) to why they should pass this bill. Surely you can find or already have one or two horror stories about child sex trafficking to talk about why it is important to pass the bill. The testimony should be short and to the point because you are not allotted much time to testify.
California makes testifying hassle free. You don't have to do it in person, they have tele-conferencing setup for folks who what to provide testimony. Be sure to read the tips first. Check it out. https://www.senate.ca.gov/teleconference
Based on my personal experience with testifying, know that they will cut you off if you go overtime. This is why it is important to keep it short and to the point.

I hope you are wrong because this bill needs to be reconsidered and passed IMO. Do you know what their argument is for not passing it. It helps to know this.
BTW, the Breitbart article you posted and linked is misleading. child sex trafficking is already a felony in California that carries a prison sentence of five to 12 years, or 15 to life if the crime involves force, deceit, coercion or violence. This bill would elevate it to a serious felony.
Changing it to a serious felony would up the time served to 25 years to life instead of 15 years to life.

Based on the article that Residue posted, it seems the opposition is centered around the theory that longer prison times don't deter crime but instead place a larger burden, financial or otherwise, on the existing overcrowded prison system.

I think the article is a great example of a media outlet selling outrage and helps to reinforce the demonization of the left. (This happens on both sides as a matter of practice it seems, but this particular one is a good example)
The title of the thread suggests the penalty for child trafficking wasn't a felony, to begin with, and that the Democrats are blocking it. In this instance, it solicited responses such as: "Party of pedos, Disgusting, and Demturds are biggest child sex groomers around.
Then if you read the article's secondary title it says: A Democrat-run committee of the California State Assembly blocked a bill Tuesday that would have made trafficking a minor a “serious felony.” The Republican bill had already passed the State Senate unanimously.
The secondary title then suggests that Democrats don't want it to be a serious felony but instead a less serious felony. But the article fails to tell the other side of the story in that the opposition to the bill is more about the idea that stiffer penalties don't deter crime but instead create a larger burden on the existing overcrowded and underfunded prison system as indicated by residues post.
My personal opinion is that we should immediately release most people who are in prison for drugs and then keep these human traffickers in there longer. I don't think we should execute them. Maybe something else more medieval. ;D
We see all the time how some person who could be classified as a Democrat or Republican gets charged and convicted for some sex crime with a minor. I think we can all agree, that a typical person doesn't support this kind of thing.

Unfortunately, I agree. I'm still not convinced Biden makes it through this term or, if he does, will run for reelection. No way are they going to put Kamala Harris at the top of the ticket. Newsom is the likely replacement.
