Looks like the Covid work from home hit that owner pretty hard. Shitty conversion. Needs to just sell the entire plaza if he can’t do it right.

Offices or any other commercial space are notoriously hard to convert to residential.  You’re better off tearing it down and building new

Maybe the utilities like water, gas, and heat but the rest is not usually.

Police called on property owners after HOA increases monthly fees to $350

Dunno where you live but in my city it’s common to have tv/internet covered by association fees.  The building is able to collectively negotiate a lower rate for these services than if each individual resident bought their own subscription, so it works out
