Yeah, I guess it’s hard to define what exactly constitutes a rock ballad. Generally, the pace of the song is slow, but it’s still rock. It can’t be too wimpy either. The Kansas one would be “Dust in the Wind,” whereas “Carry on” is a rock anthem.
“Here I go Again” is a prototype and one of the best. 👍
The Rush song would be “Closer to the Heart.”

This is an incredible song, but I would put it in the anthem catagory. The 1980’s is when the rock ballad really became a thing.
That said, I sw Foghat in concert and I didn’t know this song at the time and was floored. Lonesome Dave was a top shelf talent RIP:

One of my all-time favorite rock bands - Duran Duran
Wasn't a fan of theirs, but who didn't dedicate this song to an old backstage Betty (or Sammy) - Firehouse

Love Ordinary World, but not really a ROCK ballad.
Love of a lifetime is a good song but from a time when the Genre was Jumping the Shark.
Songs like this led to the Grunge movement.
I’ll bet Billy Sheehan and Paul Gilbert were holding their noses singing this.😂:

I am uncertain if it qualifies as a "Rock Ballad" but Grand Funk Railroad's "Closer To Home" is a favorite. And it's on the same album as my favorite GFR song, "Sins A Good Man's Brother". ;D

Not sure if it qualifies under the strict rock ballad banner, but Mick Taylor's guitarwork solos in Time Waits For No One are incredible: melodic and amazing flow
The Stones were at their musical peak when he was with them in my opinion: Altamont gets overshadowed due to that kids death, but footage and recordings of them during that night shows how good he was, complimenting Keef's choppy jagged style perfectly

Journey, Steve Perry, Faithfully. Arguably the best singer in his genre. Neil Schon, a guitar phenom who at 14 was playing with Santana, was not very open to the ballads. "What am I supposed to do with this? was his concern. Apparently he figured it out because Open Arms, Faithfully, Mother Father, Lights... just rocked... Steve's vocals on Mother Father are remarkable. Did it in one take in the studio..

Foreigner had a run of Rock Ballads.. I want to know what love is... Waiting for a girl like you etc.. I'm obviously more on the pop side of the spectrum, but if it's good.. I'll listen to it. Ive already downloaded about 6 songs from this thread I embarrassingly never heard before listening to them here.
