He looks small in that t-shirt. (Around 1:45 and from there.)
He has kind of a 70s or 80s style physique -- not as thick or as bloated as modern top pros. He's just let down by weak arms and a weak chest. His legs are too big for the rest of his physique, and he should literally stop training them for a while to focus on arms/chest.
If he does that, he could be a top classic physique competitor. He'll never be a top modern bodybuilder.

most fellas top out at 3-400 mgs of test before estro does them in
game nowadays is...
take as much test as you can handle without running an ai (usually 3-400 mgs) and then fill the rest with primo or mast
