Yeah, I never heard him claim it, just some insane fans... saw some older black and white footage from others doing it as well, I think Roy Clarke (minor), etc.

Steve Hackett popularized it, he’s still the king.

I heard tapping goes way back to classical music hundreds of years ago.

Imo I would argue that EVH popularized it and brought it to the mainstream

For sure. It's actually very difficult to invent something new on the guitar.

He stated he saw Page doing pull-offs with his picking hand over his head and thought, Hey, what if you used your other hand as a moveable nut?
Ed took this concept and REALLY ran with it.
To most, it was an entirely new technique.
To say Eddie popularized tapping/hammer-ons is an incredible understatement.
(Hackett didn’t remotely exploit the technique or popularize it.)
As an established technique, it is Edward, Edward and only Edward.

That one is the 90's I think, but at Woodstock in 68, Canned Heat were tapping.
Theres no doubt EVH brought it mainstream...
