House hit 23 times by speeding drivers.

The city?  Hell, even the insurance companies may find it cheaper to buy it and tear it down than continue to pay for their drivers to smash into it.

The city hasn't offered.

The insurance companies of the drivers who crash, not the homeowner,  pay for the repairs.

That's what I said.  The insurance companies might find it cheaper to buy the house and tear it down than have to be the one to repair it again on the 24th crash.
