Only 3 of the 13 worked at JPL, the rest other places like Los Alamos. From what I saw, this guy went to CalTech which is in Pasadena right next to JPL. He was there in the 2012-17 time period and again for a Masters in 2025. Half of Pasadena has ties to those places.
