The blue haired person seems like they escaped from a cartoon episode or comic strip.

The blue haired person is mentally unwell and needs to learn how to act in public.

And the cop seemed like he was enjoying getting him riled up. It’s clear he was having a mental illness episode and he should have just detained him until more officers arrived. No need to keep getting him angrier and angrier.
