Title: muscle memory

is muscle memory actually true. i mean if you were to lose say 15 pound of muscle that you had built from training by not working out and not eating enough does it truly come back alot quicker. say if you were to get the diet and training back how long should it take to gain this muscle back

Absolutely.  When I was in university I found it pretty well impossible to keep my meal frequency high and I would always drop to 155 by the time of the final exams.  I would put on 30 pounds over the next four months just eating more because it was weight I had already gained naturally and so it was no problem putting it back on.  I was 150-155 in April 2005 when I graduated and have since been part time at university.  I put on all the weight I had lost since then and a bit more.  And since I'm NOT in class and studying all the time these days, I can keep my meal frequency high with no problems and so I don't drop weight any more.

School sucks.  Muscle memory rules (and is definitely true).

ok then so therefore if muscle memory is true and one is going to gain muscle back quicker because they had it once before should you eat more than what you normally would if you were going to try to put on muscle that you havent already had

IMO I'd go back to your old diet and once you make up the muscle you lost, that will come back fast, then up your calories, protein and sups.  MM is real.  It wants to happen just as fast as you do.

I've barely been training over the last couple years but once in a while I get bored and decide to actually touch a weight again. I gain everything back like if it was my first time in the gym.

I go from doing NOTHING and hardly eating to my regular old offseason training and within a month I usually gain 20 pounds back. I actually started back last month at about 190... yesterday I was like 213 (I'm 5'5"  b4 u start saying how light/small I am)  I'm usually 225-230 and I'm thinking I'll be back to that in another 2 months. It's actually fun and easy to train when you're making gains this fast.

I haven't competed in 4yrs and I've been off everything for about 3  so let's not start with the ALL DRUGS comments .
