That could function as great cardio, as long as your reps are high (15 or more), your rest periods are limited (up to 30 secs) and by choosing compound exercises like squats, deads, rows, presses, balancing stuff, etc..

False. Any activity burns fat if your body is in a calorie reduced state and needs to find energy sources from your fat stores.
But people will eat a shit load of carbs or food in general and then do cardio hoping to burn fat which validates your statement.

I wasn't saying that cardio is required to burn fat, I was referring to stamina improvement.

I always see idiots drinking shakes before cardio to help "burn fat" which never makes sense. So they ingest 300 calories to then burn 300 calories? They get zero effect from it.

Steady state Low intensity cardio provides some additional heart benefits that regular weight training does not.
That's a good question though, I've asked some old physiology profs this same thing.

I'm still a fan, from a bodybuilding perspective. I think low intensity cardio is actually anabolic. Increased blood flow increases nutrient partitioning. Flushes out lactic acid. Theres a ton of benefits. Plus, it makes you hungry! George Farrah believes this as well and applies these principles to his clients.
I really believe every bodybuilder should be doing some cardio almost daily, unless you are one of those gifted freaks who can walk around at 5% year round.

For cardio, I only choose interval programs. You can do the same with weights, but it's harder to control your heart rate zones.
