He's some douchebag who brags about his arms on a non-lifting forum i visit. Plenty of guys who literally never lift have biceps that look like that. No peak, no split, no veins, no tris, flabby, with loose tape. Yet he acts like his arms rival Arnie's.
Sound familiar? Always take E-stats with a grain of salt.

He's got Ménière's disease. Not sure how that affects his lifts or physique but OK. Also 1300lbs total is PATHETIC for a 220lbs lifter, especially considering the fact that it's in non-IPF sanctioned lift, monolift and non-stiff barbell. I've got around 1200-1220-ish total @ 167lbs and it's still average. Anything under 1400lbs in 180lbs+ class is shitty total.
