This doesn't make sense? The tape in the front shows 8". The overall is 24" That means the part we can't see is 16". If the front we're looking at is 8", how does the rest of the arm make up 16"? Does he have the tape pinched on the back? ???

Well, its not like his arm is as thin as paper. Pretty sure the depth adds quite a few inches too.

Here is a photo I took of Phil last February at the L.A. Fit Expo. i don't think his arms were 24" there, but they were sizeable.
