Yes, they reported this as they found out. But the teams where already on scene to inspect the "devices". If you watched it unfold live, you would have noticed how the bpd mentioned that the devices looked to be a hoax. They then said they where playing it safe as they did not know if some of the devices where dummy devices or not. They had no knowledge of all the things you know now, at the time.
The city was not shut down, Boston is a major city with majar traffic. When the teams went on the scene they had to close some streets. Hence, "shutting the city down". It was not literal, as in the whole city.
