Replace Communism and the "Red Scare" with Terrorism. Ruling a people 101: Unite against a common enemy. Use fear & protection to motivate & govern. As with Pearl Harbor, 9/11 was what the powers that be considered a necessary evil in order to catalyze a complacent nation. A sea of impassable legislature (patriot act etc.), military contracts, and strategic imperialistic actions were made possible by the fear of 911.
