I have been in a rest room many times and have had guys walk in with their young daughters say around 3 to 6 years old. Most malls have separate bathrooms for this, but maybe they were full who knows? Most of the time they bring the girl into the stall so I guess I don't really have a big issue with this.

One time during a busy holiday I stopped at a rest area/ restaurant to use the rest room and when I went in their were a ton of people in the building. I walked in the rest room and there was this Chinese guy with his daughter. She was at least 9 years old! Instead of this guy having his daughter stand out of the view of the men using the urinals he paid no attention and she was just standing there staring at all the guys peeing.  There had to be around 30 guys in there.  I went to the other side and used a stall. When I got done I was walking up to this idiot to tell him what I thought and he started to talk to his son in Chinese so I figured was waste of my time since he most likely spoke little English.

In places that don't have the 3rd restroom, it's entirely acceptable and appropriate for fathers to take their young daughters with them into the men's room.  I cannot count the number of times mine has come in with me and she has excellent manners and knows not to stare. 

My daughter is 4 and although I let her go into the women's room alone while I wait outside for her, when I have to use the restroom, she comes in with me. 

NO WAY IN HELL would I even think of leaving her outside alone to wait for me, nor would I go into the men's room while she was in the women's room. 

In places that have the 3rd restroom, yes, the father should take his daughter in there with him. 

As for the cut-off age, honestly, I would say age 8, and certainly no younger than 7, but I won't be able to say for sure until mine reaches that age.  She turns 5 this summer and she's not even close to being old enough for me to think of leaving her alone in a public place even for 30 seconds. 

I live in southern California and people steal little girls here.  It won't happen to mine.

When i used to do alot of Karate in my younger years a similar situation happened to me all the time.
From the moment i started giving Karate classes i started to change clothes by my students(males).
Aloto of times there where students not much older thensay 5,6,7 years old so they needed some attention from their moms getting all their gear on.
No problem there. I don't mind taking my clothes of infront of several moms..
But....

After class everybody  has to take a shower . No problem there either because we are all man and we all  have the same dong ...some smaller and others bigger right.
The thing is... the moms helping the kids taking their gear of and WAITING in the shower room where everybody has to take a shower was the thing that bugged me! Why wait there and stare at all the dicks walking by?
