Who is this and what's with the pecs?

Who is this and why are his pecs all discolored?

It's a FLEX cover from 1996 i believe.

Ha I remember that they were compiling the best bodyparts for that year or something. Pecs were vince taylor I believe.

Should have picked someone with a smaller waist.  Just look at that pic, shows you how bad a big waist will ruin a physique

thanks for the answers to my question, guys. This cover was something i found randomly online and it came out long before i got into bodybuilding so it confused the hell out of me. It also made me sick to look at the discolored pecs and wonder why they looked that way.
