Clinton and Carter are now off the hook.  (I was too young to really know much about Carter, but was taught that he's responsible for the whole Afghanistan-Russia thing)

Nixon and JFK were the worst, IMO...though not intentionally so.  Just that each one passed a specific Act during their presidency that continues to wreak havoc in the US.

Research JimmyCarter. I dislike Bush greatly is a understatement, but Carter is responsible for the state of the Mid-east today. He sat on his hands as a Fanatic Islamic theocracy took control of Iran. He possible even assisted.
Hes the root cause of the Islamic world wide war today. It should have been totally destroyed in its infancy.
Its mankinds greatest threat.

would you not agree that bush's term was the worst ever? with the end of our constitutional freedom (patriot act) basically making this country ruled by dictatorship?

Speaking from my parts, no Bush is seen as an interfering war mongerer here....however I am sure my leaders would make all the false platitudes that would be expected.
