I have a negative balance on paypal, (long story, got scammed). 

I don't want to pay for it, does paypal report to the Credit Bureaus?

paypal doesnt hold any responsibility for things like that.

Do not pay.

They will threaten to report, and if they do, you can simply tell the credit bureau what happened.

they can....but there is a separate paypal dept for problems like that. if you were truly scammed, file a police report. that should be enough to get the balance back to zero.

  Some bonehead tried to scam me not too long ago through Paypal. I got an e-mail saying that they had confirmed my payment for something that some guy off the 'net had sold me. Problem was, I didn't even have a Paypal account to begin with. I reported it as phish and put the address on block.

PayPal is the ultimate scam . . . millions of dollars sitting in a cyber accounts not earning intrest. The banking system has a great opportunity here.

Extremly simple,

First most people use it to buy shit from Ebay, since Ebay has bought PayPal almost all dealers on Ebay strongly prefer to be paid via PayPal, it's save (unles you are an idiot).
Most people do NOT have any money on their PayPal account but use it in combination with their Credit Card to pay for stuff securly over the internet.

How do you have a negative balance?  It seems like when someone puts money into your paypal account, you transfer it to your bank account and that's it.  I've done it tons of times, no problem.
