Are the Clippers the worst franchise in pro sports?

Has there been a sorrier franchise in any sport?  They're in the lottery every year.  They have made the playoffs once in the last umpteen years.  They draft horribly.  They can't attract or keep good FAs.  Sterling has been a terrible owner.  They've had about 50 coaches.  They couldn't close the deal with Kobe.  They just let Maggette walk.  They renounced the rights to Livingston, their former lottery pick, in an attempt to resign Brand.  They lost Brand and got nothing in return.

Clippers do suck. Arizona Cardinals are pretty bad, I think they made the playoffs once since moving.

My Niners stink too, but I'm talking about the entire history of the franchise.  Maybe Arizona comes close. 

The Clippers just traded for Camby, which is a good trade (gave up a second), but he's not Brand.
