if you're actually looking for a serious answer, it's called a "rod" i believe.  Most of the time it's an insect that flies at a higher speed than the camera shutter speed, therefore elongating it and making it go faster than it actually is.

Could it be a human with ascended capabilities, traveling, much like superman?

If you could zoom in, I bet you would see a big smile, with the head tilted for an extra freaky effect, looking directly into the camera.
