You befriend a state senator and tell him all the extra perks him and his buddies will get if they will sign off on the construction of a facility ( on the states dime) to house dangerous criminals. Which, by the way, is always an excellent "Tough on Crime" stance for a politician. Once construction begins start hiring any person who has nothing more than a HS diploma to work the facility. Who cares about safety. The Bid you proposed was 5 times the amount you will really pay employees. Then you can start to gather the business. Travel around and
bribe talk to prosecutors and judges and explain the need for these criminals to pay for their crimes at your new state of the art facility. Once the
customers start rolling in you decide that even more money can be made with Grants from the state to allow counseling and drug rehab services. Again run to
grease shake the hands of senators to allow funding to allow the low level drug user to get help while incarcerated. In the meantime you can have a few guards that sell drugs in prison so you can get a cut of the action. Make sure some prisoners get caught but only the ones that are about to get out so you can add on some additional time. You have to keep the money coming in after all. Start up slave labor where the prisoners get 25 cents a day to work in farms that the state gave to you for "skill development projects".
The possibilities are endless. Just have to know the right people.
