ive had this conversation many times and its very similar to the guns conversation...I agree with you on the idea that china or russia wont disarm first ACTUALLY they wont disarm at ALL, This is what i think will happen if we did cease our nuke program and disarm either others wont believe us and will still continue with theirs or they simply wont disarm at all even if they know we did. This world will never be nuke free again simple fact of the matter just like this country will never be gun free even if both are outlawed ppl will still have nukes and guns...Its ignorant to think otherwise.
