Palestinians rely on foreign aid to survive.

Adding all the pledges made to the Palestinians since December, 2007, an extraordinary amount totalling more than $14 billion has been pledged.

But, as Al Jazeera's Owen Fay reports, there is a profound difference between pledges and the actual payments made.

The Palestinians also get more aid per capita than any other "country" in the world and they aren't even a real people or nation.
The Palestinian leaders also love to horde the money for themselves or keep it in a "trust" for the "Palestinian" people. Or they spend it on weapons. They even love to tear up there own infrastructure to build their rockets.
