New York has run out of cash

ALBANY, N.Y. — Gov. David Paterson said Wednesday that New York has run out of cash and he's directing budget officials to reduce state aid payments to schools, local governments and nonprofit service providers until things improve.

Speaking at the Museum of American Finance in Manhattan, Paterson said he'll probably get sued, but he won't let the state run out of money on his watch.

"I am directing the Division of the Budget to limit payments so that we will have the cash to pay our debts at the end of December," Paterson said. "I will continue to withhold payments until this economy is leveled off."

"Now New York has run out of cash," he said. "You can't spend money that you don't have."

Budget Director Robert Megna said the state faces a shortfall of more than $1 billion in the general fund at the end of December, which would be a first for New York.

Other state funds can be tapped to help close that gap, Megna said, but even using all $1.2 billion of rainy day reserves and delaying a pension fund payment will leave the margin "razor thin."

Rather than risking some setback that would force hasty cuts, Megna said the administration is cutting spending in an orderly fashion. The Budget Division plans to detail temporary cuts this week, he said.

In his executive budget proposal next year, Paterson could propose making them permanent.

"We've had a revenue collapse over the last 24 to 36 month period," Megna said. "The state's cash position is at its weakest point in recent history."

Last week, after lawmakers agreed to cuts of about $2.8 billion, Paterson said it wouldn't be enough. He warned then of reduced and delayed payments, targeting school aid and funding to hospitals.

Timothy Kremer, executive director of the New York State School Boards Association, said they've asked their roughly 700 members to assess the impact if approximately $300 million in school aid is delayed or permanently cut, which Paterson had proposed in November. Lawmakers rejected the cut, which would be a roughly 1.5 percent reduction across the board.

"We think it's inappropriate and likely illegal for him to unilaterally act in that way," Kremer said. Several organizations, including his association, may seek a court order to block it, he said.

Stephen Acquario, executive director of the New York State Association of Counties, said their reimbursements for providing state-mandated services like public health, mental hygiene and other programs are already lagging by months and in some cases a year or more. "Many counties don't have the available fund balance to cover the state's bills," he said.

Patterson has been warning about this for months and the liberal scum in the state senate and assembly are focusing on gay marriage and texting laws!

Patterson has been running ads on this daily and I have emailed my reps many times to focus on cutting the budget. 

Instead, we get union garbage, gay marriage, and other frivolous left wing rubbish all while we head over the cliff.

Patterson has been running ads on this daily and I have emailed my reps many times to focus on cutting the budget. 

Instead, we get union garbage, gay marriage, and other frivolous left wing rubbish all while we head over the cliff. 


 

This is no shock...the two greatest states in america are New York and California. When the news of California's financial woes hit, New York residents should have immediately began expecting that what they saw happening on the west coast would soon be happening on the east coast and VOILA...Now it is happening. I guess like California New York sill start closing universities, paying with IOUs, cutting administration and services, making residents perform services the state once did, raising taxes adn fees on EVERYTHING etc etc...ROUGH ROAD AHEAD!!!

I give Patterson a ton of credit.  He bucked Obama and his own party and has been straightforward about our problems. 

He runs ads daily about our mess and has been warning us for months. 

The State Senators and Assembly, all democrats, refuse to even talk to him about this.

240 the average cop/fireman/teacher makes around 100k and can retire at 50% pay after 20 years with full benes for life. 

People wonder why we are broke?

dude, the fact that 44% of americans would prefer bush to obama right now speaks volumes.

Is he at his 'rock bottom', or is that gonna be 28% ala bush?  if so, when?

It depends on the following:

1.  UE rate.
2.  Gas/Energy Prices
3.  Inflation
4.  Stock Market

If any of those fall of the cliff, he is done because people are going to connect his policies to those things occuring, fair or not. 

If Gas goes to $4 a gallon again, and he is still pushing the cap & tax crap, he will be at 20% approval.

You know what they say: Never let a good crisis go to waste.

It seems every time a state heads for economic/political ruin, the politicians jump on the gay bandwagon.

Arnold vetoed two gay "marriage" bills, when his approval ratings were sky-high in California. Now that he's hit rock-bottom, he's signing gay stuff, left and right.

I just read from Baptist Press that the gay "marriage" bill has been put on hold, because two of its sponsors want the Assembly to look at it first.

Facing defeat, N.J. 'gay marriage' vote put off

Supporters of "gay marriage" suffered another setback in the Northeast when a much-anticipated vote on the issue in the New Jersey Senate was cancelled, apparently due to a lack of support.

The vote was scheduled to take place Thursday -- three days after the bill squeaked through a committee -- but the primary sponsors, Democratic state Sens. Loretta Weinberg and Raymond Lesniak, requested the delay the night before, saying they wanted to see it voted on in the Assembly first.

Backers of "gay marriage" began the year on a high note with a string of victories in Iowa and three New England states but have since suffered losses in Maine and New York -- dealing a blow to their mantra that marriage redefinition nationwide is inevitable.

The New Jersey bill now advances to the six-member Assembly Judiciary Committee but has not been scheduled for a vote and may not be considered until early January -- if at all -- when committees are next scheduled to meet. Democrats hold a 4-2 edge on the panel. Assembly Speaker Joseph J. Roberts Jr., who supports the bill and will determine if and when it is heard, released a statement saying he was disappointed the vote was delayed but understand the reasoning....
