Actually I've just Googled it - it's the prime minister of Spain (Mr Zapatero) with his rather crazy looking daughters aged 13 and 16 going through their goth phase. 
Haha, I like how she is 13 and she's already been out in the world enough to know that she hates it and everyone in it
I usually like the whole gothic/emo wardrobe and hair but their outfits are hideous. Plus I can't believe their parents let them wear that to an international photo shoot or whatever that is going on in the picture.
